Richard L. Rachin (1931-1995)
Editor, 1970-1995
Richard L. Rachin founded the Journal of Drug Issues, after serving as chair of Governor Claude Kirk's Task Force on Drug Abuse and Prevention. He was the editor of JDI from 1970 until his death in 1995, Under his leadership, JDI was recognized as an internationally respected journal. In addition, Mr. Rachin was a nationally recognized expert in community-based treatment alternatives for juvenile delinquents. Mr. Rachin was responsible for establishing halfway house systems for youthful offenders in New York and Florida, and he assisted other states, including Texas, in designing their community-based treatment programs. He served as Assistant Director of Florida Youth Services (later Youth Services Program Office). After his retirement from government, Mr. Rachin served as a federal court monitor in the Bobby M. vs. Chiles case regarding judicial reform of Florida's juvenile justice system. Mr. Rachin was the author of several books and numerous publications.
